At its late January meeting it didnt single out the crushed housing sector.In Australia yesterday- housing starts for 2009 and the December quarter were shown to be reacting strongly to the now ended -amp 160first home buyers scheme.In fact- despite what some nervous nellies were writing and forecasting last week- housing starts are now growing at their fastest rate since the 2001 boom.The Australian Bureau of Statistics said -amp 160dwelling starts rose -amp 16015.1 in December quarter to 40-022 units- accelerating from a revised 11 expansion in -amp 160the September quarter.But while the annual rate is now approaching 160-000- that is still a long way short of the 200-000 starts a year we need to keep up with demand.With the ending of the first home buyers scheme- housing starts dipped by nearly 8 in January- a situation that was expected.The ABS said that year-on-year- seasonally adjusted housing starts rose 26 in the December quarter- the ABS said.New South Wales dwellings starts rose -amp 16016.5 in the quarter- seasonally adjusted. In Victoria- they rose by 15.6- Queensland starts increased 13.3 and -amp 160South Australian starts were up -amp 1608.7.Western Australia was slower- up just 2.3- while in Tasmania -amp 160they barely budged- rising only 0.7 per cent in the quarter.So its no wonder there was a small- but very noticeably upgrade of the housing sector in -amp 160the minuets of this months Reserve Bank board meeting that were released on Tuesday.Each month the bank reports to the board on each sector of the economy- plus retail sales- growth estimates and other information picked up in the staff dealings with companies and industries.This months minutes said- -amp quotThe market for established housing had been very buoyant- with auction clearance rates at high levels- notably in Melbourne. Data for housing prices suggested that nationwide prices had continued to grow at a rate of close to 1 per -amp 160cent per month in December and January. -amp quotThe February minutes said- -amp quotThe housing market remained fairly buoyant- with private-sector measures suggesting price growth of 10-12 -amp 160per cent over 2009 and the ABS measure of prices of detached houses having risen by slightly more. -amp quotPrices appeared to have levelled out in late 2009 in lower-priced suburbs. -amp quotOne word difference very- replacing fairly and some other comments and its clear the Reserve Bank now has housing squarely in its sights.It will be happy with the strong recovery in housing starts- but wants to see more land made available. ...

So it looks like Greece will be supported and stopped from defaulting on its huge debts- who will be nextMoodys- the ratings agency- says AAA rated countries like the Germany- France- the UK- the US- Sweden and Japan face problems- with the UK and US facing particular problems of having a big drop in output- huge government borrowings and a weak recovery.Look at the way sterling has been hammered- down 25 in the past two years.And yet that has hardly cut the UKs current account deficit.Inflation remains high but is weak elsewhere in Europe- in the eurozone in fact- and outside- but not in the UK.UK petrol prices are about to hit a new high of around 120 p a litre.Given the economy seems to be flagging again- the Bank of England is likely to reintroduce quantitative easing later this year. When it does- the pound will be sold off- and there will be a new government that will have to grapple with the problem.And it will be inexperienced and still finding its way- looking to cut spending- but facing more revenue pressures.The European -amp 160Commission has fingered the UK- urging the Brown -amp 160Labour Government to outline further spending cuts and spell out where the axe will fall.That call- made in an assessment of the UKs deficit reduction plans- was leaked ahead of its official release and one week before the March 24 British budget.London media reports quoted the report as saying- -amp quotThe fiscal strategy in the convergence programme is not sufficiently ambitious and needs to be significantly reinforced. -amp quotA credible timeframe for restoring public finances to a sustainable position requires additional fiscal tightening measures beyond those currently planned. -amp quotIt says that plans to cut spending in the current year are sufficient but raises doubts over official growth forecasts. It says that the size of the taxpayers stake in Britains banking sector is adding to worries over whether the government can scale back its borrowing.Perhaps a troubled UK government in future might avail itself of the support merchanism that eurozone finance ministers have agreed to for Spain- but at a price.The UK is not in the eurozone- so its discomfort will be worn by sterling- which is now under increasing pressure.Spain- Italy and Portugal are in the zone and will be watching the Greek deal very closely.The nub of the deal is -amp 160an emergency financial support facility- the first of its kind -amp 160since the euros creation in 1999.But there wont be specific sums promised for Greece- although the Financial Times says it wants 25 billion euros of support.The program will likely -amp 160be based on direct- bilateral loans from other eurozone governments.Statements from other ministers suggested -amp 160that eurozone governments were putting the final touches on the principles of a rescue operation for Greece- -amp 160The FT report said -amp 160the Greece is seeking to cut the -amp 160cost of financing its 270 billion euro -amp 160public debt by through a -amp 16025bn -amp 160stand-by facility of loans and guarantees. -amp quotThe facility- if agreed- would be disbursed at the request of the Greek government- people familiar with the issue said on Monday. -amp quotIt is not clear at this point if Greece would have to draw on the facility or if market pressure will fall back simply because it is in place- -amp quot said one person close to the talks. -amp quotBankers say it is important for the Greeks to reduce their borrowing costs or cutting the budget deficit may prove extremely difficult. -amp quotThis year- for example- the Greeks have paid a rough average of 6 per cent on the 13bn of new bonds issued in the markets.
